SEQUESTRATION UPDATE - March 8th

Sequestration, the automatic cuts in the budgets of all federal departments and agencies, became effective on March 1.  This action cancels $85 billion in budgetary resources across the federal government through the end of the fiscal year, impacting defense and domestic programs and operations.  Though the Office of Management and Budget (OMB) estimates that nondefense programs will be reduced by approximately 9 percent, each department and agency has a specific goal to achieve.  EPA and the Department of Agriculture, where the Natural Resources Conservation Service (NRCS) is housed, have been working on their plans to operate on a reduced budget in preparation for sequestration. 

NOWCC remains in contact with EPA and NRCS to learn how agency plans implementing their budget cuts will impact SEE and ACES enrollees.  Specific guidance for each Program is being posted on our SEE or ACES websites: www.seeprogram.org & www.acesprogram.org

The National Older Worker Career Center (NOWCC) is a national non-profit organization dedicated to promoting experienced workers as a valuable and critical component of the nation’s workforce.  Since its establishment in 1997 NOWCC has -- through hundreds of workers ages 55+ -- provided over 15 million hours of dedicated, experienced labor to two federal agencies.

NOWCC currently operates cost-effective, flexible and innovative experienced worker programs for the Environmental Protection Agency and the Natural Resources Conservation Service of the US Department of Agriculture.  We work closely with those agencies to recruit, place and support work-ready, skilled and experienced older adults for positions, both full- and part-time, that support the critical missions of the agencies.

 
 
 
  EPA Senior Environmental Employment (SEE) Program was established by Congress in 1984 with the passage of the Environmental Programs Assistance Act of 1984 (PL 98-313), that authorized EPA to make grants, or enter into cooperative agreements, with private nonprofit organizations to place individuals age 55 and older in assignments at EPA offices around the country.
 
  USDA-NRCS Agriculture Conservation Experienced Services (ACES) Program was authorized by Congress with the passage of the 2008 Farm Bill (Food, Conservation, and Energy Act of 2008; PL 110-234), that enabled NRCS to establish an older worker employment program (age 55+) to provide technical assistance for conservation operations around the country.
