Provides senior-level realty and administrative support to the NPS Supervisory Realty Specialist and/or Realty Officer.
Submits orders for title commitments and environmental site assessments to the contractor as directed by NPS. Provides specific information as needed by the contractor to provide an acceptable product. Does preliminary review of title evidence for sufficiency and makes recommendations of actions necessary to obtain clear titles. Drafts technical procedures required to vest valid title in the United States by purchase, donation, or exchange, including preparation of all necessary documents. Reviews legal descriptions for properties to be acquired for accuracy. 25%
Researches and is familiar with enabling legislation and subsequent legislation for assigned actions. Researches various public records to obtain data to maintain current land ownership information for both acquisition and planning purposes. Realty/land management responsibilities include; boundary and encroachment resolution, easements, reserved interests, landownership claims, research to resolve specific issues and land records maintenance. 25%
Procures title opinions from the Department of the Interior Solicitor. Reviews preliminary title evidence and preliminary title opinions. Prepares legal descriptions for review by the regional cartographer. Coordinates with Solicitor's office on legal matters affecting the land acquisition program. 15%
Provides estimates and justifications for funds required from the Land and Water Conservation Fund for the land acquisition program as directed by the Realty Officer. Negotiates the acquisition of real property interests in conformance with the laws, policies, procedures and regulations governing the acquisition of real property interests by the federal government. 10%
Reviews MLC/MDL system information for completeness and accuracy of records. 10%
Secures appraisal services through the Department of the Interior, Appraisal and Valuation Services Office, Interior Valuation Information System (IVIS). 10%
Analyzes current funding, completed work, and projected tasks for each assigned action and drafts budgetary cost estimates based on these analyses. 5%
Minimum of 15 year(s) of experience in Federal realty specialist related work OR BA/BS Degree in Realty, Business Administration, Public Policy or related
Thorough knowledge of real estate laws, regulations, practices and principles (Federal, State, and local) associated with the acquisition of real property by Federal and State agencies.
Experience required with Windows, MS Word, MS Excel, Power Point
Overnight travel: As needed to participate in meetings and conduct field investigations.
Air travel anticipated: As needed to participate in meetings and conduct field investigations.
