Herb E Zirschky
If you spend 10 seconds with Herb Zirschky, you know he is a “people person” and it is easy to see why he would be tapped for participation as a SEE Enrollee in EPA’s outreach program. What only becomes apparent when you are familiar with his work is the level of knowledge and environmental experience Mr. Zirschky brings to the job.
Mr. Zirschky received a Bachelor of General Education Degree from the University of Omaha and did a stint in the U.S. Army where he served as Senior Advisor, Commander, and Missile Unit Maintenance Officer. After leaving the military, Herb successfully held progressively more responsibility in middle and upper level safety and health positions. Among these were Health and Safety Director, Chloride Industrial Batteries, and seven years as a self-employed safety and security consultant. His expert consulting work for Northrop ultimately led to his employment by Northrop Worldwide Aircraft Services, Inc., as their Director of Environmental Management and Safety. Among his many responsibilities were developing, implementing, and coordinating policies on matters involving air, water, and land conservation for twenty operations located on Federal Facilities in twelve states.
In his position as an enrollee, Mr. Zirschky provides technical assistance for the SARA Title II, Emergency Planning and Community Right to Know Act (EPCRA) and the Clean Air Act (CAA) 112r, Chemical Accident Prevention Provisions. His position supports the planning, preparation, coordination and conduct of workshops to aid State Emergency Response Commissions, Local Emergency Planning Committees, industry and the public in understanding and responding to the provisions of EPCRA and the CAA 112r. His familiarity with the operations of these organizations, his in-depth knowledge of environmental issues, and his availability for the SEE Program have been of great benefit to the Program and to the EPA.
